Handicapped Parking

So I may be insensitive or missing the issue, so if I am please let me know.
I work in downtown Nashville, Tennessee. In order to park downtown you have to pay. Most people that work downtown pay a monthly fee at a parking lot to park. If you are going to be downtown for a short amount of time you can park on the street at one of the parking meters and pay in 15 minute increments.
However, if you have a handicapped license plate or a handicapped tag that hands from your review mirror you can park at meters for free.
Outside of my work there are about 10 spaces with meters on the street. Most days at least 7 of the spaces are taken all day long by people with the tags hanging off of their review mirror. I have seen these people paring in the mornings and they can walk without any problems. I know that not all issues are visible, but many are carrying laptops, bags, etc. that they have no problems with (I have even seen some jog up to work). These tags that hang from mirrors can be gotten by almost anyone, handicapped or not.
Why do they get to park for free?
Even if you are handicapped, why should you park for free? I have to pay to park. I don't want to park for free because I would rather park closer to my office (There are some free parking on street outside of the main downtown area, but you have to get there very early and walk a long way.)
The state is always talking about needing more money. This would be a great way to raise more money.
I can understand a handicapped person wanting to park closer, but they should still pay like everyone else!!!!!
